Discutante : Bibia Pavard (Sciences Po)

Public innovation policy in Japan and in France: case of energy industry
Workshop avec Maki UMEMURA (Cardiff University, Michelin Fellow at the EHESS), Takeo KIKKAWA(Hitotsubashi University), et d'autres participants à confirmer
  • Lieu : EHESS - 190, avenue de France 75013 Paris - salle 638, 6e étage
  • Heure : 9h00 - 18h00
This workshop considers the evolution of the energy industry from a long term perspective. One of the underlying agendas of the event is to reflect upon the past to consider energy transitions in the future. The energy industries of France and Japan are similar in some ways. For example, the governments of both countries have implemented large-scale programmes to support the field; large firms have channelled sectoral development; and both countries had emphasised nuclear as a means to decarbonisation. We think that the comparison of the French and Japanese experiences should interest those who are interested in the history of the energy industry and future energy transitions, in both academia and beyond.

The US’s exceptional power at a crossroad
Séminaire avec Linda Weiss (Professor Emeritus à l’Université de Sydney, Directrice d’étude invitée à l’EHESS)*
  • Lieu : EHESS - 105, boulevard Raspail 75006 Paris - salle 12
  • Heure : 17h30 - 19h30
Since WWII, the United States has created the most formidable innovation engine the world has ever seen. Although difficult to quantify, its benefits for the commercial economy have been enormous. America’s rise as high-tech hegemon is not a free market story, nor is it an industrial policy tale. Rather, it is the product of a national security state (NSS) that has pursued technological supremacy as a strategic imperative essential to sustaining U.S. power. This NSS creation, however, is now threatened by financialization of the U.S. economy, manifested in the growing disconnect between innovation and production, declining private investment in productive assets, and rapidly rising inequality. To this extent, the main threat to U.S. preeminence would appear to come not from a rising power such as China, but from within.

Hybrid state, hybrid capitalism, and American anti-statism
Séminaire avec Linda Weiss (Professor Emeritus à l’Université de Sydney, Directrice d’étude invitée à l’EHESS)*
  • Lieu : EHESS - 190, avenue de France 75013 Paris - salle 638, 6e étage
  • Heure : 11h00 - 13h00
Typically portrayed as a ‘weak’ state with minimal transformative interest or capacity, the United States has been poorly understood in recent debates on comparative capitalism. In order to understand the state-market relationship in the U.S. political economy, we must start with the cluster of federal agencies that serve national security missions, originating in Cold War geopolitics. To understand how this cluster today functions as a strategic engine of innovation, entrepreneurship, and collaborative government-industry projects and why its extensive links with the commercial sector are rarely visible, let alone examined, I introduce the concept of hybridisation and explore its institutional complementarity with a national ‘antistatist’ value-set.

The East Asian Industrialization Experience and the Developmental State
Séminaire avec Linda Weiss (Professor Emeritus à l’Université de Sydney, Directrice d’étude invitée à l’EHESS)*
  • Lieu : EHESS - 190, avenue de France 75013 Paris - salle 638, 6e étage
  • Heure : 13h00 - 15h00
This seminar will examine in more empirical detail the question of how these north East Asian countries industrialised so successfully. Discussion will focus on the makings of the developmental state’s transformative capacity. It asks: How did the East Asian Three (Japan, Korea, and Taiwan) rise so far and so fast? How was the political goal to pursue a developmental project translated into effective action ? Why did these states succeed more often than fail ?

The Developmental State (DS) – a contrastive and contested concept
Séminaire avec Linda Weiss (Professor Emeritus à l’Université de Sydney, Directrice d’étude invitée à l’EHESS)
  • Lieu : EHESS - 190, avenue de France 75013 Paris - salle 638, 6e étage
  • Heure : 18h00 - 20h00
In this seminar we turn our attention to the Developmental State and how - as concept and empirical case – it has advanced theoretical and policy concerns about economic development. We begin by examining the historical context in which the Developmental State concept emerged and how it deviated from the dominant economic orthodoxy of the day. We then examine the constitutive features of the developmental state before addressing some of the controversies to which its analysis has given rise.

This talk will focus on three aspects of the debate:
* DS as contrastive concept (Johnson’s seminal work on Japan and its historical context).
* How it differs from other states: constitutive features of the Developmental State
* Whether it has outlived its usefulness: DS evolution or demise? (briefly)

Since 30 years China has been experiencing huge transformations of its political economic and social regime. The impacts of these changes are not limited to the nation level. On the opposite, the introduction of capitalism and its consequences on the welfare regime play a major role in the emergence of a new migration flux linking northern Chinese cities to the Parisian region. Based on migrant’s retrospective testimonies on their living conditions in China before they left the country, this presentation will highlight how these social change have shaped this migration flux and its atypical composition.

Welfare State and gender hierarchy: which model after the male breadwinner model to promote equality?
Séance avec
Hélène PERIVIER (OFCE) du Séminaire CAPWELCARE "Capitalism, Welfare Regime and Intimate Sphere: Theory of Human Reproduction in Mature Societies in Europe and East Asia"
  • Lieu : EHESS - 190, avenue de France 75013 Paris - salle 638, 6e étage
  • Heure : 16h00 - 18h00
The French Welfare State was built historically on familialism. It was designed to promote the specialized married couple, the so-called “Male Breadwinner Model”. This model relied on social protections (pensions, health insurance…), taxation and legal framework that protect married couples and encourage wife to be specialized in Home production and husband in market production. Patriarchy was at the basis of this model, as originally the head of household, the father/husband, was the owner of social and tax rights and in charge of parental authority. During the 1970’s, this model has been reformed in several aspects under the pressure of the tremendous increase in female participation in the labour market, and feminist movements. Nevertheless, the old male breadwinner model has not been replaced by a new one that would promote gender equality. The decrease in marriages, increase in divorces and cohabitations has undermined the consistency of the French Welfare State. In the same time, the sexual division of labour has not disappeared: women are still in charge the most part of home production but do not benefit anymore from specific protections. The French Welfare State suffers from a lack of easy reading purpose and is still tied to the so-called traditional family. Social innovation is required to build a new social model that could promote gender equality and emancipation.

Brazilian schools in Japan in the 2000s: articulation between the working-class world and the domestic sphere
Séance avec
Guénolé MARCHADOUR (CNAM) dans le cadre du Séminaire CAPWELCARE "Capitalism, Welfare Regime and Intimate Sphere: Theory of Human Reproduction in Mature Societies in Europe and East Asia".

  • Heure : 14h00 - 16h00
The presentation focuses on the work-life issues from a case study in contemporary Japan. The development of Brazilian schools in the 2000s relates to new immigration issues in the Japanese society and to changes in the labor market. Most studies address these Brazilian schools through a cultural differences approach. However, few researches have connected their development with the (unequal) division of domestic work within migrant families and with the institutional support for childcare in Japan. The continuing gendered division between the domestic sphere and the labor world in Japan currently resulted in an occupational status division, which separated the conditions of part-timer (mainly women) from those of full-timer. I will present how the Brazilian female migrants, who are recruiting as full-time workers in the industrial factories, mobilize the community networks, including the Brazilian schools, for facing the double burden of paid employment and domestic work.

Unpaid Labor in Variegated Welfare Capitalism
Séance avec Karen SHIRE (University of Duisburg-Essen)
dans le cadre du séminaire CAPWELCARE "Capitalism, Welfare Regime and Intimate Sphere: Theory of Human Reproduction in Mature Societies in Europe and East Asia".

  • Heure : 16h00 - 18h00
The talk begins with a critique of the varieties of capitalism approach (VOC) from the perspective of comparative historical sociology, recent theories of global capitalism, feminist critiques of social welfare research and the gendered division of labor in paid and unpaid labor. Reproductive labor has always been a blind spot in comparative studies, yet the degree to which political economy and welfare studies have ignored the role of unpaid labor becomes evident as policies in advanced economies turn from incentives for women to orient their life courses toward unpaid labor in the home, to encouraging higher female labor force participation and moving reproductive labor into market relations. Demographic and political changes, especially in the central cases of "coordinated market economies" have brought policies for shifting unpaid labor to the market to the foreground of family and social policies. With a focus on Europe and East Asia, the talk will discuss how the shift from unpaid work to markets for domestic and care work are re-shaping family, welfare and employment policies in cross-national and world regional comparisons. The talk ends by making a case for variegated rather than varieties of capitalist political economies and world regional over and above national comparisons of reproductive labor in comparative capitalisms.

Gender and temporalities of interdependences : mobilizing social presences to analyze solidarities
Séminaire CAPWELCARE avec
Marc BESSIN (CNRS) dans le cadre du séminaire "Capitalism, Welfare Regime and Intimate Sphere: Theory of Human Reproduction in Mature Societies in Europe and East Asia".

  • Heure : 14h00 - 16h00
This communication focuses on the concept of social presences : they complete the ethics of care through gender and temporalist perpectives. The sociology of social presences makes it possible to poticizise the care's perspectives and then to analyze solidarities. Social presences are indeed not limited to a local sphere (you can be present even if you are at a distance away). They are also not limited to the present (we can assure some presences that have some effects in the future). We will present the heuristics possibilities of this concept and explore some of them regarding life course, institutions or public policies.

Recasting Decommodification 25 years after: A Critical View from the North
Séance avec
Yohann AUCANTE (EHESS) dans le cadre du séminaire "Capitalism, Welfare Regime and Intimate Sphere: Theory of Human Reproduction in Mature Societies in Europe and East Asia".

  • Heure : 16h00 - 18h00
The concept of decommodification has been made hugely popular in social welfare research by Danish sociologist Gösta Esping-Andersen in the best-seller volume "The Three Worlds of Welfare Capitalism" (1990). Building on past theoretical and sociological work as well as on a patiently compiled database, Esping-Andersen offered to use this concept as one of the benchmark to distinguish his three ideal-typical worlds. The posterity of this work has mostly been Empirical-typological-statistical and I would like to reframe it in a different way, going back to some of the origins of the concept, analyzing its relevance and limitations over time and especially discussing its ambivalent relation to one of the worlds, namely the social democratic one, that the author implicitly valued more than the others. I will try to emphasize the importance of discussing this theme and its implication for the changing relationship between the intimate sphere and the job market among other things.

The international conference “Scales of the Alimentation: an Asian Perspective” aims at bringing together the French and international scholars of Asia in order to promote a global approach to Asia and to bring together different research institutions based in Europe, therefore to develop the exchanges between different international scholars of Asian societies and experts related to the themes of the food. Our objective is to deliver in-depth analysis and innovative methods arising from research in social and human sciences. We aim to better understand economic, political, institutional, cultural, technological and organizational dynamics of past and present dietary practices in Asia. In particular, we will focus on how the state of food practices and their knowledge is interwoven with other social and technological developments, that are the legacies of expanding and shrinking empires and the mass industrialization. At the same time, we aim to show an “European vision of Asia”. Given the region’s rich relationship with European political, technological and cultural dominance since the 16th century, European countries share a long and deep history of food with Asian countries. Our presentations will pay attention to how food regimes and dietary practices became an increasingly global affair, with each one exploring an appropriate scale of comparison while undertaking a critical assessment of the “Asian specificity”.
